On the other hand, the attendance of various impact assessment models is indispensably for SEA, so we choose different models to construct a Model Base framework for SEA. 同时，环境评价还离不开模型的参与，为此，我们提出了构建战略环境影响评价模型库，并对其结构进行了探索。
