Firstly, it grasps the traits of trade barrier investigation mechanism in the WTO era, then sums up the experience of the US and the EC, and finally compares the substantive and procedural issues in the Provisional Rules with those in Section 301 and TBR.

• 笔者以《贸易壁垒调查制度比较研究》为题，试图通过对WTO时代的贸易壁垒调查制度的特征进行重新把握，对美国、欧共体贸易壁垒调查制度在WTO时期的运作实践经验进行总结，将美国、欧共体贸易壁垒调查制度若干重要实体问题和程序问题与《暂行规则》进行比较，达到完善我国贸易壁垒调查立法，并为以后的调查实践提供经验指导之目的。
