No Galoin is allowed to maintain correspondence with the outside,and all letters and alms received by the Dalai Lama and the Bainqen Erdeni from the outside must be submitted to the high commissioners for censorship and decision concerning a reply.

• 噶伦不得与外方通信，达赖喇嘛、班禅额尔德尼接到外方信件、布施，俱报告驻藏大臣查验，并代为酌定回信。
