Methods Multi-stage sampling was adopted. 12 health administration departments and 36 health care services were sampling from three districts(Changsha, Chenzhou and Xiangzi) of Hunan province.

• 方法 采取分层抽样方法 ,随机抽取长沙、郴州和湘西 3个地区的市 (州 )及县 (区 )卫生行政部门 12个、卫生事业机构 36个 ,以其中 5 18名卫生管理干部为调查对象 ,采用加权 topsis法对不同地区卫生管理队伍素质进行综合评价。
