If a construction project produces adverse effects on the environment for the survival of wildlife under special state or local protection,the construction unit shall submit a report on the environmental impact.

• 建设项目对国家或者地方重点保护野生动物的生存环境产生不利影响的，建设单位应当提交环境影响报告书。
