Abstract: The traditional government managing system has not adapt to the development of the socialist market economy, and it reflect that the offside, misplacement of the government function.

• 摘 要: 传统的政府管理体系已经不适应社会主义市场经济的发展，具体体现为政府职能的缺位、越位、错位，因此，必须通过树立以民为本的理念、推进政府职能转变、政务公开、依法行政、建立政府效能评价体系等途径，来构建一个法治、高效、透明的服务型政府。
